The United Nations High Commissioner for Refugees (UNHCR) is hiring an Associate Protection Cluster Coordination Officer, for Pemba.

Task description

  • Support the Sub-national Protection Cluster to implement field activities (assessments, implementation of services, etc), including direct engagement with partners, other clusters and the local government administration;
  • Elaborate essential documents, such as mission reports, situation analysis, and referrals of sensitive cases;
  • Organize regular protection meetings at district level and lead on behalf of the Protection Cluster; identify and follow up on main needs, gaps;
  • In coordination with members of the Protection Cluster, plan and monitor activities, in line with the Protection Cluster strategy;
  • Represent the Protection Cluster at the inter-cluster level including for reporting and sharing of information as well as mainstreaming of protection standards and inter-cluster assessments;
  • Ensure liaison with thematic working groups (AoRs) under the protection cluster framework (GBV, Child Protection, House Land and Property);
  • Chair the Sub-national Protection Cluster in the absence of the Protection Cluster Coordinator;
  • Mainstream protection throughout the conflict-induced IDP response, ensuring the observance of basic principles and standards on IDP response are observed;
  • The incumbent will have duty of enhancing communication, collection of information and analysis of protection data in the conflict affected area. The main trends, needs and gaps, in line with the available capacity, should guide the direct planning, response and advocacy;
  • Ensure an approach that is centered on the needs of the affected populations, taking particular consideration to children, women, disabled and elderly individuals;
  • The incumbent will be actively involved in resource mobilization, including in the Humanitarian Response Plan;
  • Support the Protection Cluster to ensure that protection informs and shapes the overall humanitarian response and that the protection response is integrated into the Humanitarian Country Team’s common humanitarian action plan.

Required education level

  • Bachelor degree or equivalent in Law; International Law; Political Sciences; or other relevant field.
